One of the key distinctions in international incidents, is the distinction and differences in the protocols, tools, systems used. For example, the Red Cross utilizes different systems for U.S. domestic (i.e., primarily self-service and citizen-based) family reunification versus what is used for foreign nationals either in the U.S. or seeking connections to/from friends and family in the United States from other countries. The first utilizes their "Family Reunification Request" via a local Red Cross chapter, and the second utilizes the global Red Cross/Red Crescent's network for "Restoring Family Links". Also, a distinction needs to be made for when people come into the United States without a visa process due to disasters, including military conflict or war: If they are U.S. citizens, it is part of a Repatriation process. If they are not, it is part of a Refugee process.
